|The Illinois Department of Central Management Services is giving notice of its intent to award a contract to West Publishing Corporation (Thomson Reuters). The contract is a result of the Invitation for Bids issued under reference number 22033003. |
The State anticipated issuing a Master Contract to the responsible and responsive vendor with the highest Overall Evaluation Rate, per Section 2 of the Contract. With West Publishing Corporation being responsible and responsive and having the highest pricing evaluation score, per section 2.1.3, of the contract, CMS will issue one contract to West Publishing Corporation.
Contract start date is an estimate and subject to change. Actual start date will be upon the last dated signature of all Parties and in no event shall it be prior to all procurement requirements having been met.
The Solicitation required Vendors to supply their prices and discount in Chart 2.1.2. Per Section 2.1.3 of the contract, the prices and discount submitted were multiplied by weights for the purpose of identifying the lowest overall prices, which is indicated by the highest pricing evaluation score. Section 2.1.3 states: “The State will calculate your prices and discounts as outlined in this section. Add together the 5 prices from Chart 2.1.2, i and complete the following: 100 X (lowest total / your total) = A. Multiply A by .70 = A1. Add together the 5 prices from Chart 2.1.2, ii and complete the following: 100 X (lowest total / your total) = B. Multiply B by .20 = B1. Take your percent discount from Chart 2.1.2, iii and complete the following: 100 X (your discount / highest discount) = C. Multiply C by .10 = C1. Add A1, B1 and C1 together. The vendor with the highest score will be awarded the contract if responsible and responsive.” The results are as follows:
West Publishing Corporation -- 94 points
LexisNexis -- 89.7 points
Note that per Section 5.2 of the contract, the State accepted West Publishing's imposed user limit of 2,200 because it a reasonable limit and it was the same estimate of users provided by the State via Addendum #22033003.
There were no veteran-owned small businesses or disabled veteran-owned small businesses who submitted bids for this Contract.
